Charles Ringera has been serving in the executive leadership at Higher Educations Loans Board (HELB) since March 2013 as the Chief Executive Officer/Board Secretary to transform the Board to achieve its core mandate of higher education student financing in line with the country’s development agenda as underpinned in Vision 2030 & Agenda 4 stemming from international accords – Sustainable Development Goals and Africa Agenda 2063. Specifically, Charles has been key in implementing the Board’s Corporate strategy to deepen & widen student financing through relevant and competitively priced students financing products. Part of the envisaged transformation is converting HELB into Development Finance Institution (DFI) – “Education Bank” offering first class customer experience while enhancing Fund sustainability towards Universal Student financing in Universities and TVETs.

Charles is a professional accountant both local and International holding a CPA (K) and a Fellow of Certified Chartered Accountants, FCCA and holds various professional memberships.
